I don't think taht the government don't want to use the technology.
because  there is a law saying that the only legal way of payment is the Rupiah (for Indonesia)
if they are allowed it to the widespread use of Bitcoin ATm, thatmeans they are legalizing the illegall.more over they are protecting the most people, because not all of the poeple understand how bitcoin works.
and fear of it being a means for a scam.

Because to many tourist there. But not always any place in Bali accept BTC. Japan is the mostly place who accept BTC as payment as cash.
