Who can be a miner?

In principle, anyone can become a miner. Because decentralized networks do not have the authority to regulate who can become miners, that's why a cryptocurrency requires some kind of mechanism to prevent one particular party from monopolizing mining. Imagine if someone controlled millions of peers and spread fake transactions. The system will be damaged immediately.
So, Satoshi made a rule that miners must invest their computers in order to do mining. And they have to find hashes (products from cryptographic functions) that connect new blocks to existing blocks. This is called Proof-of-Work. In bitcoin the system is based on the SHA256 Hash Algorithm.
everyone who has a lot of money to buy a cryptocoin mining tool, for those who have no capital can mine on a free web web even though the results are small.

Miner has begun to be abandoned maybe because of the many disadvantages.

Mining requires expertise and understanding of knowledge, not everyone can do mining even though they have money.

The SHA (Secure Hash Algorithm) is one of a number of cryptographic hash functions. A cryptographic hash is like a signature for a text or a data file. SHA-256, which became the successor of SHA-1, bears another name-SHA-2. The SHA-256 algorithm generates an almost-unique, fixed size 256-bit (32-byte) hash. So indeed to mine bitcoin only needed a standard spec, as long as we have the capacity and tools to mine then anyone can do it.
